Emergency Response to Typhoon Ragasa, Taiwan 台灣樺加沙颱風緊急救援行動，攜手守護樺加沙颱風受災家庭

▍Situation at a Glance
On September 23, 2025, Typhoon Ragasa brought Category 5 force winds and torrential rainfall to eastern Taiwan. The overflow of the Matai’an landslide lake unleashed a catastrophic flood that devastated Guangfu Township and neighboring communities in Hualien County. Within 30 minutes, more than 15 million tons of water swept away bridges, submerged entire neighborhoods, and displaced thousands.

Impact Snapshot:
•18 deaths, 107 injured, 7 missing
•263 people trapped, thousands evacuated
•8,584 households without power, widespread water outages
•Agricultural losses estimated at NT$439 million (99% in Hualien)

Entire communities in Guangfu, Fenglin, and Wanrong were submerged, transport links cut off, and residents stranded. Families lost homes, livelihoods, and access to safe shelter.

▍Our Immediate Response
Within hours of the disaster, The Mustard Seed Mission (MSM) mobilized emergency teams from across Taiwan.
Actions taken:
•Emergency Relief: Hot meals, drinking water, blankets, hygiene kits, and survival supplies distributed to shelters and isolated communities — over 2,650 meals served in the first five days.
•Shelter Support: Evacuation centers staffed with social workers providing psychosocial care, children’s safe spaces, and elderly support.
•Home Recovery: Volunteer and Cash-for-Work teams clearing mud and debris; initial six households cleaned and assessed for repair.

MSM established a forward command center in Yuli and deployed seven field teams across Hualien to assess needs, deliver aid, and coordinate logistics from warehouses in Tainan, Taitung, and Hualien.

▍What We’re Doing Now
Our operations are transitioning from emergency relief to recovery and rebuilding. We are accompanying families to restore dignity, safety, and livelihoods through a phased recovery plan:

•Weeks 1–2: Emergency Relief & Stabilization
Continued meal service, shelter support, and psychosocial assistance for families in distress.

•Weeks 3–4: Family Recovery Support
Distribution of relief boxes, replacement of essential household items and appliances, school kits for children, and emergency cash aid.

•Months 2–24: Rebuilding Lives & Communities
Home repairs for vulnerable families (electrical, plumbing, and structural), establishment of a Community Recovery Center, livelihood restoration through skills training and Cash-for-Work, caregiver training, and community resilience programs.

▍How Your Support Helps
Your contribution directly supports families rebuilding their lives after this disaster:

•Emergency cash assistance for 100 vulnerable families
•Food security with 600 relief boxes and 10,000 meal packs
•Home restoration for 77 families (debris removal, sanitation, repairs)
•Essential household items (refrigerators, stoves, bedding, water heaters)
•Education continuity for 70 children (supplies, desks, computers)
•Psychosocial support through safe spaces and community healing
•Livelihood recovery via Cash-for-Work employing 650 members
•Long-term social work through a dedicated Community Recovery Center

All donations are allocated where most needed across relief, recovery, and rebuilding. Transparent updates and financial reports ensure accountability.

▍Accountability & Coordination
MSM coordinates with township offices, local shelters, and faith-based partners to reach the most affected communities (Guangfu, Fenglin, Wanrong).
Our approach follows internationally recognized phases: Emergency Relief → Recovery → Community Resilience.
Donors receive regular situation updates and transparent fund-use reporting.

3.If you need The Mustard Seed Mission to upload the donation information to Taiwan’s National Taxation Bureau, please provide your Taiwan ID number as well.

For each donation, only one receipt can be issued, and the same donation cannot be issued under different donor names. The receipt you receive will exclude the Matching Grant donation amount. Additionally, due to currency exchange and bank processing fees, The Mustard Seed Mission will provide a donation receipt reflecting the final amount received in TWD.
